Development and Validation of an Instrument to Measure Staff Perceptions of Recovery Climate and Culture in Mental Health Programs

Few instruments measure recovery-oriented organizational climate and culture, but the Department of Veterans Affairs (VA) wanted to shift toward recovery-oriented services. Abt Associate Leigh Evans worked with a research team at the VA to develop, psychometrically assess, and validate an instrument to measure climate and culture. We piloted a 35-item instrument on a national sample of mental health staff in VA Psychosocial Rehabilitation and Recovery Centers. Our analysis yielded a seven-factor solution, from staff expectations to training, to help evaluate whether programs have the precursors for recovery service delivery.
