Hanna Kovaleva

Project Design and Delivery Lead

Bio

Hanna Kovaleva is a program manager with 15 years of experience managing  humanitarian aid and development programs in Ukraine, with a recent focus on the eastern part of the country ravaged by the war with Russia. She has worked with international organizations, including the Foreign, Commonwealth & Development Office (FCDO) and the United Nations, as well as social enterprises. Kovaleva’s work with vulnerable populations has centred around gender equality, non-discrimination, conflict sensitivity, and social inclusion. She has extensive experience with monitoring, evaluation, research, and learning approaches; program management; and communication strategies in public health, mental health, and community stabilisation.

As a Project Design and Delivery Lead for the FCDO’s £3 million Good Governance Fund Technical Assistance Facility Eastern Partnership in Ukraine, Kovaleva oversees the project’s performance and offers high-quality leadership to three team members. Her role contributes to Ukraine’s war recovery efforts, risk planning, and conflict sensitivity. Kovaleva bears final responsibility for the deliverables of six projects for various Reform Owners: the Ministry of Digital Transformation, Ministry of Economy, and Ministry of Restoration. She also oversees cooperation with several delivery partners, including Ukrainian think tanks and technical experts.

Before coming to Abt, Kovaleva worked for Sayara International in Eastern Europe as a program coordinator for an FCDO project that included research, social and behavior change communications, and approaches to countering disinformation. At the UN’s International Organization for Migration, she served as a community stabilisation project specialist in post-conflict areas, where she managed budgets, reported on funds allocation, developed training, and cooperated with government and non-government counterparts while leading a 14-person team. She ensured all projects complied with principles of gender equality, human rights, conflict sensitivity, empowerment, accountability, and “do no harm” approaches. Kovaleva was also a project officer at the International Charitable Foundation “Alliance for Public Health,” where she oversaw Hepatitis C treatment activities.
