Evaluation of the New York State Child Assistance Program

Abt Global completed an evaluation of an important New York State welfare reform initiative involving child support enforcement, the Child Assistance Program (CAP).  Unlike many other welfare reform efforts that emphasize mandatory behavioral requirements, CAP relies on an enhanced benefit structure to motivate recipients to obtain child support orders, find work, and thereby achieve independence from welfare.  The pilot project was operated in seven counties in New York and offered a broad range of education, skills training, placement, and support services through case management.  The impact study of CAP was based on an experimental design implemented in three local welfare districts.  Other components of the evaluation included a cost-benefit study and an implementation/process study.
