The Challenge
Indonesia needed to adopt environmentally sustainable, low-carbon economic growth for its 250 million people. Among other things, it needed better land-use planning. As part of the Millennium Challenge Corporation (MCC) Green Prosperity (GP) Project, the Abt-led District Readiness Assessment (DRA) project conducted assessments and developed tools to promote green growth.
The Approach
Abt conducted participatory land-use planning activities with local communities and governments to develop growth strategies focused on renewable energy and sustainable natural resource management. We worked in four pilot districts that provided testing grounds for scaling up the GP Project. Using a participatory approach, we conducted Strategic Environmental Assessments to identify environmental, social and economic issues that inform district-level development planning and viable GP investments. We also developed elements of a participatory monitoring and evaluation framework.
The Results
Abt created a model for multi-stakeholder forums (MSF) to spark dialogue and gain consensus on sustainable investments. The forums drew on local knowledge, practices and experience to assess constraints, and included a spectrum of participants. The MSF will roll out in each eligible district. Abt created a software tool to pinpoint which districts would reap the most benefit from GP investments. The scalable tool is applicable to other geographic contexts and will help future GP project work.
