Joe has led a division with over $40M in annual revenue and 175 people, including the integration of a team gained via an acquisition, and strived to foster an environment of delivering innovative solutions to meet the customer needs. He is a project management professional and certified scrum master, and has participated in three Capability Maturity Model Integration (CMMI) level 2 and 3 successful certifications. Baweja has also collaborated with U.S. Congressional staff during appropriations season as a subject matter expert for public health projects in over 100 meetings on Capitol Hill.

Lauren Pittenger

Lauren Pittenger comes to Abt with more than 20 years of experience working in or as a consultant to federal government agencies. She has strong grounding in research and research-based consulting to government clients. She also has extensive experience leading and growing business, managing technical and scientific projects, and coaching and supporting account teams. She has served as a director at Guidehouse, scientific program manager at Booz Allen Hamilton, and lab manager at the U.S. Department of Agriculture. She has worked with the Centers for Disease Control and Prevention (CDC), Food and Drug Administration (FDA), the Canadian Public Health Laboratory Network, the Gates Foundation and the Association of Public Health Laboratories.

Kelly Wagner

Kelly Wagner has over 25 years of experience designing and delivering technical assistance, training, and capacity building. A skilled public health professional trained in epidemiology, she has developed and led more than 10 national TA programs for federal awardees from various agencies including the Substance Abuse and Mental Health Services Administration (SAMHSA), the Health Resources and Services Administration (HRSA), and offices within the Department of Health and Human Services Office of the Assistant Secretary for Health (OASH). Jane Pepperall

Jane Pepperall is a senior health professional with over 30 years of experience in global health policy development and in supporting national health sector development in the Pacific, Asia, and Africa. She has focused on strategy and investments to strengthen health systems and health financing. Jane worked for the United Kingdom Department for International Development (DFID) (now the Foreign, Commonwealth and Development Office) for 20 years, including health adviser postings in Uganda, Kenya, Zimbabwe, Lesotho, Pakistan, and the Pacific. More recently she has been providing health strategy, policy, and technical advice to the Australian Department of Foreign Affairs and Trade (DFAT).

Rodaly Muthoni
Chief of Party, PMI Kinga Malaria Project, Kenya
Rodaly Muthoni is a medical entomologist with over 15 years of experience in vector control and public health. She has provided leadership as chief of party (COP) in President’s Malaria Initiative (PMI)/USAID-funded indoor residual spraying (IRS) projects in Rwanda, Mozambique, and currently in Kenya. She provided short-term technical expertise in preparing and implementing IRS for the Zika Africa IRS (AIRS) project (ZAP) in the Dominican Republic (DR) in 2017. A former high school biology and math teacher, Muthoni has experience in strategic planning and execution, quality assurance, training, health policy implementation, and systems development and strengthening.

Dr. Caroline Logan is a senior associate and health services researcher with over 15 years of experience in policy-focused mixed methods evaluation design, rigorous data collection and analysis, and development of integrated mixed methods reports and deliverables. Her expertise in federal and state health policy includes Medicare and Medicaid financing and delivery systems, care transformation and system integration, maternal health, the health and well-being of children, and the intersection of health and housing.

Leah Dyson brings over two decades of experience within human services and the pursuit of health and well-being as a strategic planner, organizational and business developer, partnership builder, and facilitator. She has expertise in behavioral health and direct community programming. Dyson has worked on technical assistance, implementation, capacity-building, organizational transformation, and qualitative evaluation efforts with a number federal agencies and partners, including the Substance Abuse and Mental Health Services Administration (SAMHSA), Health Resources and Services Administration (HRSA), and Veterans Health Administration (VHA). Hoai B. Huynh has more than 25 years of experience in energy, environment, engineering, policy, and program management in the U.S. and internationally. He has worked in the U.S. government, consulting, aerospace and defense industry, and non-profit sectors. He also has had experience leading corporate strategy and growth efforts at Abt Global, Deloitte, AECOM, ICF, and CDM Smith. He has worked for such clients as U.S. Agency for International Development (USAID), Millennium Challenge Corporation, the World Bank, U.S. Environmental Protection Agency (EPA), and the U.S. Trade and Development Agency.

Maria Francisco
Global Project Director, USAID Local Health Systems Sustainability Project
Maria Francisco has over three decades of professional experience focusing on global health issues and health care delivery systems in low- and middle-income countries. She has held positions in the public and non-profit sectors, serving in senior advisory, management, and leadership roles for a wide range of initiatives. She brings leadership in the areas of public health program and policy development, having worked extensively in maternal and child health, infectious diseases, and health systems strengthening programs throughout Southeast Asia and sub-Saharan Africa. She has led large multi-country flagship programs for USAID as a senior advisor for child health and immunization. She served on strategic multilateral fora for the Partnership for Maternal, Newborn and Child Health, GAVI Health System Strengthening, and Community Integrated Management of Childhood Illness. She also served in senior technical roles with USAID in Kenya and Vietnam. As an implementing partner, she provided technical direction in health systems strengthening and programming under USAID’s Health Systems Strengthening Accelerator (HSSA), Quality Assurance Project, MOMENTUM, Acting to End Neglected Tropical Diseases | East, and the Maternal and Child Survival Program.
