He has more than 25 years of experience in executive-level positions, including nearly nine years as director of a private management consulting business in Australia. He served as director of the Australian Government-funded health and HIV program in Papua New Guinea. Andrew has been the director of strategy for a regional health service, chief executive officer of a health and aged-care complex and director of a regional community health service.

He has worked with (and for) for the U.K.’s Department for International Development, (the forerunner to the Foreign, Commonwealth and Development Office), the World Bank, and Australia’s Department of Foreign Affairs and Trade. Graham has lived and worked in multiple countries, including Kenya, Tanzania, Uganda, Rwanda, Zambia, Zimbabwe, Malawi, Fiji, Vanuatu, Indonesia, Papua New Guinea, Solomon Islands, Philippines, and Timor-Leste.

Olga Zues, a health-system and financing specialist, has 20 years of experience in international development. She focuses on the design and implementation of comprehensive reform strategies to strengthen health systems and public finance management. Her expertise includes benefits design to move towards universal health coverage, arrangements to support efficiency gains and service delivery improvements, innovative payment mechanisms, sustainability strategies, and institutional development. She has worked with the World Health Organisation (WHO), the World Bank, the Global Fund to Fight AIDS, Tuberculosis and Malaria, the U.S. Agency for International Development, the UK Department for International Development – now the Foreign, Commonwealth and Development Office – and numerous ministries of health, finance, justice, and education.

Marianne El-Khoury

Marianne El-Khoury is a seasoned manager of global health programs. At Abt, she has held senior management and technical roles on USAID-funded projects in health systems strengthening and private sector health. She has also led research and evaluation studies in maternal and child health, and health financing.El-Khoury is currently the Deputy Director of the $209 million Local Health System Sustainability (LHSS) Project, USAID’s flagship project in integrated health systems strengthening. She provides overall leadership, management, and oversight of project activities across more than 20 countries in Asia, Africa, Europe, and Latin America. She also serves as the Global Development representative for Abt’s Institutional Review Board (IRB).

Hannah Betesh has over a decade of experience designing, managing, and conducting rigorous implementation and impact studies of interventions for low-income workers and families, including programs that address substance use disorder. Betesh’s methodological expertise is in measuring and documenting program implementation to support adoption of evidence-based practices. Her federal clients have included the Administration for Children and Families (ACF), the Department of Labor (DOL), and the Department of Justice (DOJ).

Poulsen is fluent in French and Spanish and has supported the delivery of effective global health solutions in more than 30 countries in Africa, Asia, and Latin America.

Kristin Heck
Director, Digital for Global Development
Kristin Heck, JD, MBA, has more than 10 years of experience managing and directing technical teams in the development of digital solutions. Ms. Heck contributes her technical expertise to product development, coordinating the development of new technology solutions with IT engineers, developers, and cloud architects, and ensuring timely solution delivery. In addition, she often works closely with program leadership to set key solution objectives, manage the development and product roadmap, analyze customer feedback, and prioritize feature development.
