Julie Sabol started her career in advertising and product placement for Macy's. After a few years in the commercial market, she began her 26-year career in designing social marketing campaigns, public health education materials, and consumer advocacy programs for the federal government.  A hallmark of her expertise, Ms. Sabol brings a blend of strategic thinking, evidence-based insights, and target audience positioning to develop robust multimedia campaigns and digital products.

Jane Pepperall is a senior health professional with over 30 years of experience in global health policy development and in supporting national health sector development in the Pacific, Asia, and Africa. She has focused on strategy and investments to strengthen health systems and health financing. Jane worked for the United Kingdom Department for International Development (DFID) (now the Foreign, Commonwealth and Development Office) for 20 years, including health adviser postings in Uganda, Kenya, Zimbabwe, Lesotho, Pakistan, and the Pacific. More recently she has been providing health strategy, policy, and technical advice to the Australian Department of Foreign Affairs and Trade (DFAT).

Niko Dietsch has 20 years of experience working on domestic and international government initiatives to support the clean energy transition and improve air quality. Dietsch has expertise in clean energy policy evaluation, federal voluntary program delivery, and international capacity building. He spent 16 years at the U.S. Environmental Protection Agency’s (EPA) State and Local Branch working to advance clean energy as a strategy to help states meet their clean air and climate change requirements. This included playing a lead role in developing the energy efficiency provisions of EPA’s Clean Power Plan and establishing regulations that allow states and cities to include renewables and energy efficiency in their Clean Air Act (CAA) plans.

Dr. Caroline Logan is a senior associate and health services researcher with over 15 years of experience in policy-focused mixed methods evaluation design, rigorous data collection and analysis, and development of integrated mixed methods reports and deliverables. Her expertise in federal and state health policy includes Medicare and Medicaid financing and delivery systems, care transformation and system integration, maternal health, the health and well-being of children, and the intersection of health and housing.

Kelly Batsiokis is a management consultant with 20 years’ experience in the education, health, and human services sectors. She has worked in areas ranging from health promotion and adult education to business case development to monitoring and evaluation of health programs. She has worked for non-government organizations and public and private organizations.Kelly has led or contributed to approximately 30 projects, including a diverse range of reviews, evaluations, and business planning projects spanning local, state, and Commonwealth government organizations. Her project roles included project management, reporting, survey development and analysis, literature reviews, stakeholder and consumer interviews, focus groups, workshops, and analysis of qualitative and quantitative data.

Katie Kitchin brings more than 25 years of expertise in housing and human services policy that advances the overall well-being of people and communities. She is a subject matter expert in housing finance/development, technical assistance and training, homelessness, justice, and child welfare housing interventions. At Abt, she directs the company’s state and local housing strategy, and partners with clients, local agencies, and organizations on business development and growth opportunities.

Cheryl Doty is an economic growth specialist with more than 25 years of experience managing and implementing donor-funded programs across 15 countries in Africa, Asia, Latin America, the Middle East, and Eastern Europe. She has provided technical leadership to programs focused on enterprise development, trade & competitiveness, market system strengthening, agribusiness, food security, and resilience. Doty excels at managing high-profile USAID programs, including indefinite delivery, indefinite quantity (IDIQ) contracts, and blanket purchase agreements (BPAs). She is skilled at establishing strategic relationships with high-level government officials, implementing partners, non-governmental organizations (NGOs), and the private sector. Doty has a strong track record of leading the capture, design, and development of winning USAID proposals. 

Sandra Wilson is an internationally known expert in research synthesis and meta-analysis. She has conducted systematic reviews of educational programs, most notably on school-based violence prevention and high school dropout programs.Prior to joining Abt, Wilson was the associate director of the Peabody Research Institute and a research assistant professor at Vanderbilt University. Wilson led and supported research projects at the Center for Evaluation Research and Methodology at Vanderbilt.
