Dr. Mariam Reda, MD, is a public health physician with over 10 years of experience in clinical medicine and public health. She has served as a clinician, technical expert, strategic thinker, and innovative health programs designer and implementer. Reda has provided technical and management support for a wide range of health programs. She has demonstrated her ability to integrate strategies, turn challenges into learning opportunities, respond to evolving field demands, and continuously monitor and correct course as needed. Her technical expertise in health includes health systems strengthening, global health security, and management of emerging and re-emerging diseases. She also has experience with local systems capacity strengthening, development of academic curricula for nurses and midwives’ training, and strengthening countries’ bio-surveillance systems. Dr. Lauver has over 25 years of experience as a researcher, evaluator, project director, and technical assistance (TA) provider at the local, state, and federal levels. Her work spans leading initiatives for the U.S. Department of Education 21st Century Community Learning Centers (CLCC) Program; youth development and out-of-school-time learning programs, including serving families and students with disabilities; and teacher professional development in literacy, mathematics, and science. Additional areas of specialization include research and evaluation studies involving quantitative and qualitative methods. A subject matter expert in P-12 education policy, she has produced extensive bodies of knowledge used by thousands of educators at state education agencies, local education agencies, and charter schools.

Matthew Sweeney leads business development and account management for Abt’s portfolio of work at the Centers for Medicare & Medicaid Services (CMS). With more than 20 years of healthcare experience partnering with federal agencies, small businesses, and the private sector, Sweeney has led large research and operational projects focused on various dimensions of alternative payment models, including: implementing and validating quality measures, program support for hospital pay-for-performance programs, and advising clients on the design and refinement of their value-based purchasing arrangements.

Stephanie Frost, Ph.D.
Client Solutions Architect, Public Health
Dr. Stephanie Frost has over 15 years of experience working in public health research and evaluation, in areas including program evaluation, communications formative research, and evaluation technical assistance. Dr. Frost specializes in chronic disease prevention and management but has also leveraged her technical skillset to lead projects focused on adolescent health, the opioid epidemic, and Veteran-related disability. Having worked at the federal, state, and local levels and having produced research products for a range of audiences, she brings a strong understanding of the different informational needs across stakeholder groups and the importance of translating research to build capacity and facilitate program improvement. With a background in the social determinants of health and assessing the contextual factors influencing public health and public health programs, Dr. Frost also applies an implementation science lens to her work and has led multiple implementation-focused studies. Her work has helped clients identify and address research and practice gaps, implement workflows, assess program impacts, and reach key audiences with critical public health-focused information and resources. Through her work she has also developed numerous reports, briefs, informational materials, presentations, and peer-reviewed publications.

Kathleen Flanagan
President and Chief Executive Officer
Kathleen Flanagan is president and chief executive officer of Abt Global. She assumed the position on October 1, 2009, after a distinguished career working across the broad range of markets and policy areas that reflect the company's business today. Flanagan joined the company in 1983 as a policy analyst in the Health Area. In 1989 she became managing vice president of the company's Labor Economics Research Area, overseeing research on workforce development and income security programs. In the mid-1990s she launched the International Workforce and Education Practice, winning projects from clients including the U.S. Agency for International Development, World Bank and U.S. Department of Labor. In 1998, she launched the company's Housing and Community Revitalization practice and built a team of more than 75 researchers and technical assistance staff working on affordable housing and community development policies at the federal, state and local levels. In 2005, she was named group vice president for social, economic, and health policy.
