Meet our Housing, Communities, and Asset Building Staff

Abt’s Housing, Communities, and Asset Building team continues to grow. Meet some of our staff—located across the U.S.—who represent diverse backgrounds and bring a wealth of experience and perspectives to our work.

Get to know some of the new experts working on housing and community development projects:

Brooke Abrams
Senior Analyst and Global Equity Center Racial Equity Lead
Brooke has six years of experience in culturally responsive, equitable technical assistance (TA) and research evaluation approaches. Abrams primarily serves as a TA provider and project evaluator to advance equitable access to—and utilization of—housing services. Abrams’ contributions have helped Continuums of Care to deliver culturally relevant housing services and improve housing stability outcomes for BIPOC communities nationwide.

Samantha Bolden
Analyst
Samantha received her Master's in Social Work from Jackson State University and was an intern at Abt while working on her degree. She now works on Abt’s Veterans Earning Loss Study and Industrial and Organizational Psychology Project. Samantha also works on projects related to youth homelessness. She is  located in Sidon, Mississippi.

Soledad De Gregorio
Associate
Soledad earned her Master’s in Public Policy from UCLA and Ph.D. in Public Policy and Management from University of Southern California (USC). Using quantitative and qualitative methods, her research focuses on disadvantaged populations and the intersection of housing, education, and social policy. Her recent work has examined homelessness within schools, rental households in Los Angeles, and rental assistance programs. Prior to joining Abt, Soledad worked at the USC Price Center for Social Innovation, the World Bank, and for non-profits in the U.S. and Chile. At Abt, Soledad is working on the California Homelessness Landscape Assessment Study for the California Interagency Council on Homelessness. She is based in Los Angeles, California.

Victoria Lopez
Senior Associate
Before joining Abt, Victoria spent seven years working for the Texas Balance of State Continuum of Care as an HMIS Administrator, providing TA, training, reporting, and data analysis to homeless service providers. Her main areas of expertise are in the homelessness sector, specifically with HMIS, data, and providing direct YA to end users. Victoria is based in Lockhart, Texas.

Randy McCoy
Senior Associate
Randy has worked in homeless services and housing for 17 years. He worked as a direct service provider and in Continuum of Care leadership in Missouri, Arkansas, and Nebraska. He has also worked to develop affordable housing using Low Income Housing Tax Credits and HOME-only deals. At Abt, he works on projects through HUD and the Veterans Administration in California, Florida and Nevada. Randy is located in Omaha, Nebraska.

Keely Stater
Senior Associate
Keely received her Ph.D. in Sociology from the University of Notre Dame. She began her career as an Assistant Professor of Public Administration and Policy at the University of Georgia. She spent the last 13 years engaged in affordable housing policy research at the Public and Affordable Housing Research Corporation (PAHRC), working on projects with Public Housing Authorities, affordable housing providers, and tenant advocacy groups. Her methods skillset is primarily quantitative, but she also enjoys working on qualitative research and GIS mapping. Her research experience is mainly in housing, but she has also done crossover work in health, education, climate resiliency, and labor, and has worked in nonprofit management and civic engagement. Keely is based in Hartford, Connecticut.

Melissa Stevenson
Senior Associate
Melissa earned her Master’s in Public Administration from NYU’s Wagner School of Public Service. Before joining Abt, Melissa worked for the NYC Department of Social Services, where her work focused on using data to understand the experiences and improve the lives of New Yorkers experiencing homelessness. At Abt, Melissa works on projects with the California Interagency Council on Homelessness, the California Department of Social Services, and HUD.
