Diu Nguyen joined Abt Global in 2015 and has significantly contributed to the oversight and implementation of three successive health financing projects in Vietnam. She has over 18 years’ experience delivering technical assistance in public health and development in Vietnam in the following areas: health systems strengthening and health financing, social health insurance (SHI), HIV/AIDS, and drug dependency treatment and harm reduction. Nguyen is an energetic and proactive leader who has collaborated with and strengthened the capacity of stakeholders across the Ministry of Health (MOH) and Vietnam Social Security (VSS).

Larry Weinstock is a highly skilled program manager and regulatory professional with extensive experience in a range of federal program leadership roles. During his 30-plus years at the U.S. Environmental Protection Agency (EPA), Weinstock worked on a wide variety of environmental issues, programs and cross-Agency initiatives, including innovative Clean Air Act programs, energy, resilience, environmental sustainability, nuclear waste disposal, enforcement, and organizational improvement. He also facilitated collaboration among various departments, offices, and all involved stakeholders. Weinstock has used his wide range of EPA experience, creativity, and knowledge in a range of fields, including law, science, policy, and economics to craft innovative and effective program strategies.

Bradford Lucas is an expert in international health and social marketing with more than 20 years of experience leading complex global health projects and managing large teams. His program experience includes malaria and child health, reproductive health, and HIV/AIDS, and he has worked in numerous countries in Africa, Asia, and Latin America. Throughout his career, Lucas has been recognized for his thought leadership and initiative in piloting, scaling up, and replicating new products, services, and approaches; improving processes; and disseminating best practices.

Jules Nahimana is a health program manager with almost two decades of experience working in the public health sector. He has worked extensively on malaria vector control programs, especially those implementing indoor residual spraying (IRS), in countries including Burkina Faso, Malawi, Mozambique, and Rwanda. In these roles, he has worked with many high-level organizations including the Ministries of Health (MOH) and the U.S. President’s Malaria Initiative (PMI).

Jeff Stovall has more than two decades of information technology experience in a variety of sectors, including large, publicly traded telecom and manufacturing companies, state and local government, professional services, and startups. He has led digital transformations and expanded sales using enterprise technology solutions. He has provided client senior management advisory and business transformation services involving software-as-a-service.
