Domestic Resource Mobilization: Country Strategies to Enhance Health Funding in Normal Times and Times of Crisis

All recent global financing analyses show significant gaps in funding to meet the health-related Sustainable Development Goals in low- and middle-income countries (LMICSs), along with declining donor funding. This situation starkly highlights the need for more domestic resource mobilization (DRM) as well as efficient use of current resources. Attention to DRM is especially urgent during a health crisis, when countries need to balance resource requirements for their emergency response against funding needs for all other essential health functions.

In this third event in the Working Towards Sustainable Health Systems webinar series, international health financing experts will discuss strategies being used by LMICs to raise more resources for health locally, and share country-level DRM experiences in normal times as well as times of health crisis.

Bob Fryatt is a public health and health financing expert with a focus on governance and health policy and systems. His 30 years of experience covers health systems strengthening, public health strategy, institutional development, and service delivery reform in low-, middle-, and high-income countries. He currently directs the Local Health System Sustainability Project (LHSS), USAID’s flagship initiative in support of integrated health systems strengthening.

Esubalew Demissie, MBA, MA, Health Economist, USAID Ethiopia Health Financing Improvement Program

Esubalew Demissie is a health economist leading domestic resource mobilization efforts under the USAID Health Financing Improvement Program. He has more than 25 years of experience in the Ethiopia health and finance sectors, and has expertise in health financing mechanisms, health system strengthening, primary health care, and universal health coverage (UHC).

André Zida, Ph.D., Health Economist, Results for Development (R4D)

André Zida is a health economist with extensive experience in health financing, including implementation of Health Accounts, the National AIDS Spending Assessment, costing with the OneHealth tool, and the use of health financing data to inform policy and decision making. He oversees Cote d’Ivoire activities for the Health Systems Strengthening Accelerator initiative, and leads the pharmaceutical sector financing component for USAID’s Medicines, Technologies, and Pharmaceutical Services (MTaPS) project.

Cheryl Cashin, Ph.D., Managing Director, Results for Development (R4D)

Cheryl Cashin is a health economist specializing in the design, implementation, and evaluation of health financing policies in low- and middle-income countries, with a focus on health purchasing and provider payment for UHC. She has worked in more than 20 countries, serving as a resident policy adviser in Albania, Georgia, and Kazakhstan and long-term non-resident adviser in Ghana, Indonesia, Uzbekistan, and Vietnam. She is a managing director at R4D in the global health practice.
